IED CPD Online: An introduction to housing for an ED professional

22 May 2023 - Online via Zoom 2-3.30pm

Important - this webinar will run over 3 separate sessions, each running for 90 minutes on the 22nd, 24th and 25th May 2023.

This course will be run by IED member, Ivan Tennant from GL Hearn, a real estate consultancy. Ivan heads up GL Hearn's Economic Planning team as Economics Director. As a specialist in housing, Ivan and his team advise local authorities on their housing need and land supply problems, as well as private sector clients on market dynamics to inform masterplanning and planning applications.

This webinar will cover the following:

The housing crisis and the planning system

  • to provide the market context in which planning for housing takes place
  • to explain how the planning system is meant to function in relation to meeting need for housing and the degree to which it is successful in doing this.

The role of urban economics in planning for housing and housing need

  • to show how planning policy might be modified to meet housing need more effectively by paying more attention to market signals
  • explain how economic factors have played a part in deciding how an area’s housing need is arrived at within the framework of national policy. We will set out how the proposed changes to the standard method reflect different political interests and perspectives.
  • to describe the record of delivery and distinction between affordable rented and affordable home ownership products, set out how affordable housing need is calculated and its relationship with overall housing need.

Housing delivery

  • to introduce the motivations and behaviours of different types of actor: landowners, developers, Housing Associations. Explain the extent to which councils can accelerate delivery and the limits to this.
