Developing clean growth or net zero strategies

Local authorities and LEPS are increasingly developing vision and strategy documents to set out clean growth development and investment plans, including: spatial considerations, economic development & skills, environment, energy and transport infrastructure.

These strategies encompass key national and local policy drivers, including but not limited to retrofit and low carbon investments, the levelling up agenda, impacts from the pandemic and recovery objectives, skills white paper, financial instruments, and changes to Treasury Green Book guidance.

WSP have strong expertise working with regions and cities to set GHG emissions baselines, develop carbon budgets and transitions, and produce climate action plans and strategies including recent work with Hertfordshire, West Berkshire, Bristol, Bradford and Bournemouth, Christchurch, Exeter and Poole Councils. To deliver these strategies WSP use a range of tools including techno-economic models, CO2savings and investment calculators, marginal abatement cost assessment, socio-economic benefit-cost ratios and financial models.
